HÀ NỘI — Prime Minister Phạm Minh Chính chaired a dialogue between leaders and the business community on Public-Private Partnership for innovation and sustainability held in Hà Nội on Thursday within the framework of the 4th Partnering for Green Growth and the Global Goals 2030 (P4G) Summit, attracting more than 300 participants.

Addressing the dialogue, UN Deputy Secretary-General Amina J. Mohammed emphasised that green energy is a unique investment opportunity in the 21st century.

She affirmed that the UN will continue to play a key role in promoting public-private partnerships at the global scale, but success at a large scale requires strong frameworks, institutions and a specific portfolio of potential projects with the ability to receive finance.

In a video message sent to the event, Secretary-General of the Organisation for Economic Co-operation and Development (OECD) Mathias Cormann highlighted many opportunities of Việt Nam, as the largest renewable energy supplier in Southeast Asia, to promote cooperation with international partners in the energy sector.

The OECD leader expressed his willingness to coordinate and support Việt Nam in promoting the public-private partnership model, attracting investment, training green skills for workers and exchanging experience, enhancing policy discussions on green growth.

He said the OECD will launch the Việt Nam Economic Report in June with recommendations and pilot proposals to support Việt Nam's rapid, sustainable and inclusive development in the coming period.

Francesco Corvaro, special envoy for Climate Change of the Italian Prime Minister, emphasised that during the green transition process, it is critical to focus on the two most important areas - transport and energy, and to ensure three prerequisites - investment, innovation and cooperation.

Meanwhile, Alejandro Dorado, Commissioner for the Circular Economy of Spain’s Ministry for Ecological Transition and the Demographic Challenge, urged countries to promote the role of multilateralism and international cooperation as an important driving force to increase trust, accelerate the progress of energy transition, build circular, environmentally friendly and inclusive economies.

At the event, representatives of ministries, sectors, localities, international organisations, investment funds and enterprises had exchanges and shares, highlighting the message that no single country, enterprise or university can solve the common challenges of climate change fight, sustainable development and green growth. So, it is important to strengthen public-private partnership, apply innovation and promote sustainable development initiatives.

Shantanu Chakraborty, Country Director of the Asian Development Bank (ADB) for Việt Nam, stressed that a strong public-private partnership framework, collaboration with startups and an innovation ecosystem will be key as Việt Nam moves forward with its green growth agenda and digital transformation. He was also pleased to share the positive partnership between ADB and Vietnam.

Bruno Jaspaert, Chairman of EuroCham Việt Nam Bruno Jaspaert shared that Việt Nam has a strategic opportunity to develop sustainably, promote innovation and become a regional leader in this field. This opportunity will differentiate Việt Nam from other investment destinations. To realise this vision, Bruno suggested that the Government of Việt Nam continue to remove bottlenecks in management, institutions and access to green finance.

Concluding the dialogue, PM Chính affirmed that Việt Nam always listens to and understands the opinions of businesses, focusing on four groups of key issues, including promoting science and technology, innovation, and digital transformation, advancing a revolution in organisational structure, and enhancing international integration and consistently pursuing the foreign policy of independence, self-reliance, multilateralisation and diversification. The improvement of the investment and business environment with the spirit of harmonising benefits and sharing risks and the promotion of roles of economic sectors, with the private sector being the most important driving force of the national economy are among the key issues.

On the public sector, he suggested focusing on perfecting institutions, promoting green finance, supporting businesses in investing in innovation, green technology, and sustainable development, enhancing international cooperation, transferring green technology, and developing high-quality human resources to effectively and sustainably boost public-private cooperation and green transformation.

Meanwhile, he urged the business community and business associations to play a more proactive role, increase investment in green technology and digital transformation, apply global standards, participate in green infrastructure projects under the public-private model, adopt the ESG (Environmental, Social and Governance) framework, support the innovation ecosystem and proactively contribute to building sustainable development policies. — VNS
